Dear Esteemed Faculty Advisors, Sponsors, Delegates, Ladies, and Gentlemen,

With utmost respect and honor, my esteemed colleague, Carlos Juan Gutiérrez, and I extend a warm welcome to you as presidents of the DISEC committee at the 23rd Model of BIMUN. I am deeply grateful for the opportunity to serve as the President of DISEC, and I assure you of my unwavering dedication to ensuring the success and significance of our deliberations.

The DISEC (Disarmament and International Security) Commission holds a pivotal role in preserving global peace and security. Therefore, it is imperative that our discussions and proposals center on viable solutions pertaining to arms regulation, disarmament, and the responsible management of weaponry. These issues demand the utmost attention and diligence from all participants.

My personal journey through BIMUN has been enlightening and enriching. It has instilled in me a profound sense of responsibility and a deep commitment to fostering meaningful dialogue. I am dedicated to creating an environment where ideas are exchanged respectfully, and solutions are pursued diligently.

I urge each of you to approach this conference with a sense of purpose and dedication. Embrace the opportunity to expand your knowledge, refine your skills, and engage in constructive discourse. Your active participation is essential in shaping the outcomes of our deliberations and advancing the cause of global peace.

As we embark on this collective endeavor, I encourage you to maintain a spirit of cooperation and collaboration. Let us strive to find common ground and work towards consensus on the pressing issues before us. Your contributions, no matter how small, are integral to our collective success.

Carlos Juan Gutiérrez Araújo

With great enthusiasm, I am delighted to introduce myself, Carlos Juan Gutiérrez, as the President of the Disarmament and International Security Committee, within the twenty-third iteration of the Model United Nations hosted by Fundación Colegio Bilingüe de Valledupar. Please accept a warm greeting from this year’s team. 

In these times of escalating conflicts and heightened political tensions, the deficiencies within international systems emerge as ominous threats to global security. The lack of cohesive multilateral frameworks fosters unilateralism and zero-sum approaches, undermining trust and cooperation.

Throughout history, we have epochs where stability was considered synonymous with peace. Instances such as Pax Romana, Pax Britannica, and Pax Islamica exemplify this notion. What unites these periods is the military strength, economic prosperity, and a flourishing status quo. In contemporary times, despite the creation of institutions like the United Nations, the attainment of peace remains elusive, presenting a host of challenges to even the most astute and discerning minds. Now, the responsibility to shape that uncertain future rests on you.

To conclude, I wish to emphasize that my role transcends that of a mere president; I am here to provide guidance and unwavering support to meet your needs, and though seemingly insignificant, if I can instill even a spark of fervor for this simulation of the organizations in charge with proclaiming and promoting peace and international security, I will know I have fulfilled my task. 

Once again, I extend a cordial welcome, on behalf of your President Gutierrez, to the twenty-third edition of BIMUN.
